Women, with very few men, could repopulate the earth in the case of an emergency.
As a result, without doing anything, women have value.
Since women have inherent value, they do not strive to break free from the system that they are in.
Instead, they seek to stabilize it.
Women seek stability!
Why Do They Strive For Stability?
Women strive for stability so that they can maintain the status quo of them having inherent value.
Stability also lends itself very well to raising children, who are the future of the human race.
In light of that, it is pretty clear what a matriarchy would encourage.
A matriarchy would encourage a system that is as stable as possible FOR WOMEN.
This system would maximize reproductive opportunity, while minimizing risk.
